Public servants strengthen their capacities on gender responsive budgeting

Budgets are the most comprehensive statement behind a government’s social and economic priorities. Mainstreaming gender in budgetary processes is therefore essential for improving the transparency, accountability, effectiveness and efficiency of public expenditure management, and it provides for a more equitable distribution of public finances between women and men. UN Women therefore supports the Government of Georgia in its efforts to mainstream gender within its own budgetary processes, including via interventions in capacity development towards gender responsive budgeting.

As a result of cooperation between UN Women and the Academy of the Ministry of Finance, between May and July 2022, 143 public servants from central and local governments were trained on gender responsive budgeting. These training sessions are part of an initiative to strengthen the capacity of public servants on gender responsive budgeting nationwide. Notably, the courses help public servants understand the relationship between gender equality, public finance management and good governance, as well as the practical application of gender responsive approaches during budget cycles. As a result of the initiative, up to 300 public servants in Georgia, at the national and local levels, will be trained on gender responsive budgeting by the end of 2022.

Tariel Chulukhadze, Head of the Academy of the Ministry of Finance Academy, noted: “Training of this scale for public servants on gender responsive budgeting is being held for the first time in Georgia. We hope that with these efforts we will support the integration of gender responsive budgeting in the planning and implementation of policies and budgets in government agencies.”

These gender responsive budgeting courses are being conducted via an officially accredited training curricula that was developed by the Academy of the Ministry of Finance with support from UN Women. In addition to face-to-face training, the Academy of the Ministry of Finance of Georgia, with UN Women’s aid, has also developed an online training module on gender responsive budgeting. The online course is currently being piloted and is scheduled to be launched by the end of 2022.
